(MOVED FROM ITEM 9. ) UPDATE ON PROPOSITION S ON FEBRUARY BALLOT)
PROP S – INVOLVED WITH PUTTING THE BUDGET TOGETHER FOR THE CITY.

CALIFORNIA TELEPHONE USERS TAX (TUT) – TAX ON LAND LINES SINCE LATE 1960'S EXTENDED TO CELL PHONES. 

PROP S IS GOING TO ADDRESS THE CURRENT TAX AND REDUCE THE RATE FROM 10% TO 9% AS WELL AS INCREASE THE DIFFERENT FORMS OF COMMUNICATION.

CURRENT SOURCE OF REVENUE IS 270 MILLION DOLLARS – UNRESTRICTED REVENUE AND USED TO PAY FOR FIRE AND POLICE SERVICES, ETC.  THIS IS 6% OF TOTAL GENERAL FUND FOR THE CITY.

CUTTING THIS TAX WOULD DRASTICALLY EFFECT THE GENERAL FUND AVAILABLE TO THE CITY FOR THE ABOVE SERVICES.

UPCOMING VOTE MEANS THAT THERE WILL STILL BE A TAX. 

HAND-OUTS ARE AVAILABLE WITH ALL THE INFORMATION ON THE ABOVE.

THERE IS ALSO FURTHER INFORMATION ON THE MAYOR'S WEBSITE.

MAILING LISTS FOR NEIGHBORHOOD COUNCIL NEED TO BE UPDATED AS THE RETURNED MAIL FROM THE LAST ELECTION WAS HUGE.  HUNC WILL COLLECT AND RETURN TO ACADEMY PRINTERS FOR POSSIBLE REFUND.

APOLOGY ON INFORMATION ON REIMBURSEMENT.  THE MONEY COMING BACK WILL BE $3280.  THIS IS FOR THE MAILING. THIS WILL GET DEPOSITED IN OUR ACCOUNT.

FIVE YEAR CERTIFICATE RECOGNITION OF HUNC'S CERTIFICATION PRESENTED TO HUNC 

ADDENDUM TO THE CHANGES IN THE DONE ELECTION PROCESS – THE ORDINANCE IS GOING TO SUPERSEDE ANY BYLAWS.

CHARLIE CHANLON – ARTIST – WANTS TO PAINT A FOUR INCH WIDE GREEN LINE AROUND THE ECONOMIC DISTRICT IN HOLLYWOOD HE IS DOING THIS TO INTENSIFY PEOPLE'S FEELINGS ABOUT IT.  
EMAIL ADDRESS WAS PROVIDED FOR THOSE MORE INTERESTED IN HIS PROJECT 
  
SUSAN P. – GOOD MEETING AT LOOKING AT ARCHITECTURAL RENDERINGS OF VILLAS ON GOWER FOR PERMANENT SUPPORTIVE HOUSING.   THE PEOPLE THERE COULD SEE HOW IT WAS GOING TO BE SET UP AND HOW IT WAS GOING TO WORK.  THEY ARE PLANNING ON STARTING CONSTRUCTION THIS SUMMER. 
INFORMATION WILL BE PROVIDED AND PUT ON THE HUNC WEBSITE.  THE ORIGINAL ARCHITECTS ARE OUT AND THESE ARE NEW ARCHITECTS AND DOING A GOOD JOB.

7.)  DEPT OF SANITATION LATERAL ROOT NOTIFICATION: PRESENTATION ON PROJECT

CITY HAS INVESTED 1 BILLION DOLLARS AND ANOTHER 1 TO 2 BILLION DOLLARS ON THE SEWAGE SYSTEM.

AN OUTREACH PROGRAM. INFORMING PEOPLE ABOUT ROOTS IN THEIR LATERAL SEWER.

ROOTS EFFECT THE MAIN LINES OF THE SEWER (SSO – SANITARY SEWER OVERFLOW)

HUNC IS A ROOT HOT SPOT. THIS IS BECAUSE WE HAVE A LOT OF OLDER, LARGER TREES HERE.  4,000 RESIDENTS OF HUNC ARE KEY TO THIS PROBLEM WITH THE SEWER SYSTEM. THE "HOT SPOTS" ARE THE LOCATIONS WHERE THE ROOTS ADVERSELY EFFECT THE SEWER SYSTEM.

MORE THEN HALF OF THE DRY WEATHER OVERFLOWS ARE DUE TO THE TREE ROOTS.

WHAT THE CITY DOES TO REDUCE SSO'S THROUGH-OUT THE CITY:
SEWER MAINTENANCE PROGRAM
FATS OIL AND GREASE PROGRAM THAT EDUCATES BUSINESS OWNERS
SSO'S HAVE GONE DOWN DUE TO THIS OUT REACH PROGRAM.

IN THE FUTURE:

CITY WILL CONTINUE THE EDUCATION AND OUT REACH PROGRAM
BROCHURES WERE MAILED OUT TO HOT SPOT COMMUNITIES

8.) PS&T: REPORT ON ESCALATION OF CRIMINAL ACTIVITY ON CANYON DRIVE
    A.)  POSSIBLE AND PROPOSED ACTIONS TO REMEDY: PROPOSAL FOR A TEMPORARY(ONE YEAR) PREFERENTIAL PARKING DISTRICT FOR THE PORTION OF CANYON DRIVE NORTH OF GELSON'S, UP TO TERMINUS WITH BRONSON AVENUE. PROPOSED HOURS: UNRESTRICTED PARKING 8AM-6PM, 2-HOUR PARKING 6PM-12AM, NO PARKING EXCEPT BY PERMIT 12AM-8AM

 ERIK SANJURJO – LIVELY DISCUSSION – CONCERNS WITH PARKING.  RESIDENTS WANTED TO CREATE A PREFERENTIAL PARKING DISTRICT.

THE AREA IS R1 DISTRICT (FAMILY ZONED)

ERIK IS PROPOSING THAT WE REFER SOME OF THE ISSUES THAT CAME UP WITH PLANNING TO PLUM COMMITTEE AS THEY HAVE TO DO WITH PERMITS AND REQUEST A MEETING WITH THE COUNCILMAN TO DISCUSS THE PARKING ISSUES AND SUGGESTED HANDLINGS.

ALSO FOLLOW-UP WITH GELSON'S ON HAVING THEM HELP WITH ADDITIONAL PARKING.
PRIVATE SECURITY WAS ALSO A GOOD IDEA

ERIK ALSO PROPOSES THAT WE SUPPORT IN CONCEPT A PREFERENTIAL PARKING DISTRICT AND THAT IT BE DONE ON A TRIAL BASIS FOR ONE YEAR.  SUPPORT FOR PARKING LOT ON GELSON'S.

DISCUSSION:

LOCAL RESIDENTS ON CANYON ARE VERY MUCH IN SUPPORT OF THE PREFERENTIAL PARKING.  THE LOCAL RESIDENTS ARE EXPERIENCING A GREAT DEAL OF PROBLEMS WITH PARKING IN THE AREA.  THERE IS NO PARKING AT ALL, THERE IS ALSO A LOT OF VIOLENCE, EXCESSIVE DRINKING, VOMITING, PUBLIC URINATION.  THERE IS A GREAT DEAL OF CONCERN BECAUSE THIS IS AN R1 RESIDENTIAL, FAMILY NEIGHBORHOOD AND THE LATE NIGHT AVAILABILITY IS REALLY A PROBLEM FOR THESE FAMILIES, LOUD, DANGEROUS, ETC.

RYAN H. – FEELS HE IS SPEAKING ON BEHALF OF THE RENTERS IN THE AREA.  MAIN CONCERN IS THAT THERE IS A CONCERN FOR PARKING FOR EVERYONE THAT PEOPLE DON'T FORGET THE BIGGER PROBLEMS OF PARKING. WANTS THE HOME OWNERS TO GET MORE INVOLVED.

DONE SAYS GGPNC  IS OKAY WITH HUNC BOUNDARY CHANGE SO LONG AS HUNC AGREES TO PARTICIPATE ON THE CURRENT PARK ADVISORY MECHANISM SET UP BY GGPNC EXCLUSIVELY.  AMONG CONCERNS IS USE OF WORD "EXCLUSIVELY".  ANOTHER SUGGESTION FROM DONE IS LETTER (FROM DONE) STATING THAT PARK IS SHARED RESOURCE.  AFTER CONSULTING WITH OAKS AND FERN DELL REPRESENTATIVES, SUSAN SUGGESTS THAT WE GET A LETTER FROM DONE.  THIS ISSUE WILL BE GOING TO THE BONC.  OUR MAP STILL NEEDS TO BE CORRECTED TO REFLECT CURRENT BYLAWS WHICH INCLUDE WESTERN CANYON AND FERNDELL.
